It's there in some parts, I just think you actually have to look for it, otherwise it will pass you by. It's partly why I think Nam was bothered by it, since he was searching for inklings of "moe" tropes. Maybe not to criticize, but as a habit or disposition to newer shows.

Madoka, is a shy, weak, and naive girl. Throughout most of the series she is quite helpless and does not actually act. For intents and purposes, this could be the "helpless" trope in which Madoka is "so cute, you just want to pick her up and whisk her away"

Mami Tomoe is the refined, cultured, and adult girl. Her character is somewhat of the "big sister" type. She is soft, and gentle, yet when using force keeps her composition so as not to lose face.

Kyoko Sakura could be the "Tsundere" She comes on with a strong and tough attitude, but of course it's all about hiding her personal secrets. She's also got the annoying quirk of eating things constantly, usually sweets and snacks, whenever she's on screen.

It could all depend on your perspective. I don't think it was making fun of moe though. I do believe Shinbo wanted to tell a dark story using cute girls as the foreground. Those tropes are secondary, and certainly did not impede my enjoyment of the show

Where's this moe that keeps getting mentioned that's supposedly in this show because the most moe thing about this show is OP sequence. If anything the show makes fun of moe since it uses the character styles to contrast with the dark world.
